The Ministry of Higher Education (KPT) has outlined a comprehensive strategy to advance research, development, commercialisation and innovation (R&D&C&I) at public institutions of higher learning.

 

Malaysia currently ranks 34th out of 133 economies in the Global Innovation Index (GII), and this roadmap aims to further strengthen our position. Key measures include supporting world-class research in priority areas such as food security, green technology, artificial intelligence and advanced engineering, while forming research consortia and strengthening Higher Education Centres of Excellence (HICoE) to solve national challenges through collaboration with industry and international partners.

 

A wide range of funding and grant schemes are offered from the 9th to the 12th Malaysia Plan, including FRGS, PRGS, TRGS, LRGS and the GET grant under the 6th RPTM. To reduce full dependence on government funding, KPT encourages co-funding through initiatives such as MyLAB, IMaP and PPRN. Efforts also focus on technology transfer via Technology Transfer Offices (TTO), researcher mobility programmes and the Industry on Campus model to accelerate the translation and commercialisation of research findings. Performance across the entire R&D&C&I ecosystem will be measured using the Malaysia Research Assessment (MyRA), leading up to the University Research Innovation & Investment Summit (URIIS) in September 2026. This summit will connect academia, industry and investors to drive frontier innovation and cement Malaysia’s status as a leading technology and innovation hub in ASEAN.
